  1. As an FWS client, I can start using PDP without CDN, and then I can add CDN at any future moment
  1. As an FWS client, I can toggle the withCDN flag
  1. As an FWS client, I can add a data storage location as an additional cache miss location.
  1. As an FWS client, I can remove a data storage location as cache miss location.
